Bengaluru City Police Restructuring: Five Commissionerates Proposed on GBA Lines

Bengaluru: The proposed restructuring of the Bengaluru City Police (BCP) into five commissionerates aligned with the Greater Bengaluru Authority (GBA) structure could move forward in October, according to reports citing government sources.

The proposal could result in five police commissionerates, corresponding broadly with Bengaluru's new municipal administrative structure. However, the plan is still under consideration, with legal, administrative and infrastructure issues to be addressed.

Five Police Commissionerates Proposed

The proposed structure would have five IGP-rank officers serving as commissioners, while an ADGP-rank officer could oversee the commissionerates as Chief Commissioner.

The final appointments and responsibilities will depend on the government's decision and subsequent notification.

Cabinet Discussion Expected

The proposal is expected to be discussed at the October 1 Cabinet meeting.

The plan follows an earlier announcement to reorganise Bengaluru City Police into five zones along the lines of the GBA's municipal structure.

Legal Issue Over Chief Commissioner Post

One issue concerns the proposed Chief Commissioner (CC) position.

The current Karnataka Police Act does not specifically provide for such a post. The government could therefore need to make appropriate legal changes or establish an interim administrative arrangement.

The exact approach will depend on the government's final decision.

Draft Proposal Submitted

A draft proposal for reorganising Bengaluru City Police around the five municipal corporations under the GBA structure was submitted on August 1, according to the reports.

The proposal is intended to provide a framework for reorganising policing in line with Bengaluru's changing civic administration.

What Could Change?

If the restructuring is approved, Bengaluru could move from its existing city-wide commissionerate arrangement to five separate commissionerates.

The final boundaries, powers, staffing arrangements and reporting structure will be known only after the government issues an official decision and notification.

Until then, the five-commissionerate structure remains a proposal under consideration.
